Postal NTK received from PCM through the post

I received a parking ticket(NTK) from PCM through the post on August 24th for parking on a bay at a residential parking estate in Hillingdon.

The driver was dropping off some equipment for her cousin who had just moved to the area and he was only parked for about 15 minutes.

The strange thing was that there was no parking ticket affixed to the Windscreen of the vehicle when the driver returned, but he did remember seeing the tenant living in front of the bay the car was parked standing in close proximity to the vehicle when he returned.

The driver was pretty sure that the tenant was the one who took the pictures of the vehicle.


What are my chances for appeal noting the points below.

1. No ticket was affixed to the vehicle on the day of the alleged contravention, yet there was a NTK sent through the post 9 days after.

2. Unlike the council parking tickets, the pictures on the NTK were not date/time stamped.

3. The driver was pretty sure that the tenant took the pictures of my vehicle and sent them to PCM, is this not in violation of POFA, where the PPC official must possess a valid ID of the company he/she works for.

4. The parking sign was not visible in any of the pictures on the NTK sent through the post.


I only have about 3 more days to appeal the ticket, any advice would be most appreciated.

    It's an unregulated industry and set ticketing like this does happen

    Appeal as keeper using the blue text template from the newbies faq sticky thread near the top of the forum

    After that fails , pcm have 6 years to try a court claim
