Can't appeal website not working

Hi,
Following advice to use template words in online appeal for Parking Charge Notice from PCS (on behalf of ANPR Parking Services ltd - BPA members). BUT... There website not working "HTTP Error 503 Service Unavailable".
I have obviously screenshotted this, is this enough to show made reasonable effort to log appeal in time? Any thoughts?
All help gratefully received.

Send an appeal by post and let the BPA know what you've had to do.0
