Does it have to be a fuel card?
You can get loads of prepaid cards for personal use, e.g. Mastercard Prepaid, Tesco Pay+ (an app)
The Mastercard works anywhere that accepts Mastercard, the Tesco is tied to Tesco stores and Petrol.
I imagine that if you have her payment details that you can pay into the Mastercard by BACS each month.I want to go back to The Olden Days, when every single thing that I can think of was better.....

Just send her some money each month, trust her to use it in fuel and if she doesn’t and runs out, tough. She will learn0

Or set-up an account at a local petrol station in the vicinity of the university and get them to bill you each month.0

My daughter is off to university and I would like to help her out by getting a prepaid fuel card that I could top up every month.All of the ones I have seen are for business only. Is there a personal option?
Whilst it's very nice of you to help your daughter out financially, going to usinversity is not all about keeping your head in the books, but about growing up generally, and financial budgetting is a very useful skill for those at University to acquire/improve upon.
Simply credit whatever you were planning to pay on a fuel card to her bank account each month. Then she can:
1. Decide for herself how best to budget her finances.
2. Buy her fuel from the cheapest source (usually the supermarkets) and maybe use a cashback credit card and/or a loyalty card to maximise her savings
