10 year building warranty

My daughter purchased a new flat with a 10 year building insurance provided by the builder, 1 year later the insurance firm has gone bust and a replacement provider has not been found by the FSCS. Therefore the policy amount the builder paid has been refunded to her.
Has anyone come across this before and how did you find replacement cover. Thanks

    most of the times you can't find cover, recent ones have also gone bust as well with the same outcome, only refunded premiums which paltry compared to possible claims
