Help needed - pcn from cpm (first online appeal rejected - in my cousin's name & address) ....

Hello, I’m very new to this and have annoyingly discovered this website and forum AFTER the rejected online appeal. I have read through lots of bits including the NEWBIES thread, I just need some clarification that I can deal with my own situation in the same format.

I received a windscreen PCN whilst parked in my cousin’s parking bay which she has paid for and owns a permit for, situated in a car park outside her apartment. She leaves her permit attached to the letter she received it with, I stupidly placed the letter folded so the actual permit was inside, however the top of the letter was face up which displayed my cousins full address along with the following statements:

UK Car Park Management Ltd have been instructed by the managing agent to operate a parking management & enforcement service incorporating the above address. This service will be operating on a 24 hour 7 day a week basis to ensure only genuine licence holders are present.
You will be required to display a parking permit in the windscreen of your vehicle at all times. You are being issued with a green resident parking permit (this permit must only be used in the correct corresponding parking bay)
RESTRICTIONS: Permit Parking Only (correspond to the correct bay)
No Parking Outside Of A Designated Parking Bay


As soon as we saw the windscreen ticket the first thing we did was take pictures of the permit letter on the dashboard, the ticket on the windscreen and the full letter showing the permit attached to it. As it was at my cousins place and I have never received a parking ticket before, she said she’d deal with it. She wrote to the online appeals service stated in the PCN, along the lines of “I have sent clear evidence that the permit letter shows the full address of the flat” with the pictures attached. She did this with her details, so in her full name and address. A few weeks have passed and she has just now told me that she has received a response email from CPM rejecting the appeal. This is what they sent:

Thank you for your appeal against the above PCN.
We have carefully considered your appeal but on this occasion, I am writing to inform you that your appeal has been unsuccessful as a breach of the terms and conditions of parking occurred. The decision has been made on the basis that:
A valid permit was not clearly displayed in the vehicle windscreen.

The photographic evidence of your vehicle supports the above statement.

Signage clearly states “A VALID UK CPM PERMIT MUST BE CLEARLY DISPLAYED IN THE FRONT WINDSCREEN AT ALL TIMES”

For a vehicle to be parked correctly a valid CPM parking permit must be clearly displayed within the vehicle windscreen at all times. The photographic evidence of your vehicle shows that at the time of the contravention a valid CPM parking permit was not clearly displayed, therefore you were in breach of the parking restrictions and were subsequently issued with a parking charge notice.

Although you have subsequently proved that you are in possession of a permit, for a permit management scheme to run efficiently it is imperative that a valid CPM permit is clearly displayed in clear sight within the windscreen of the vehicle prior to leaving it unattended within a restricted area.

As the photographic evidence shows, a permit was not clearly displayed within the vehicle as the face was not visible. As a result the operative was unable to determine if the vehicle was authorised to be parked within the restricted area as the important details printed on the permit face could not be read. It is the resident’s responsibility to ensure all details printed upon the permit face are visible at all times.

The photographic evidence of your vehicle shows that you are within a clear view of one of the many warning signs throughout the development. All signage states the terms and conditions of parking within the restricted area. Upon reading the signage you have contractually agreed to pay a parking charge fee as restrictions were breached. It is the driver’s responsibility to ensure parking is permitted prior to leaving the vehicle unattended within the restricted area.

Please note. You now have 14 days from the date of this letter to make payment at the reduced fee of £60.00. If payment is not received within 14 days, the fee will increase to the full amount of £100.00.


As I said at the beginning, its really frustrating that I have only just NOW discovered the forums, the newbies thread etc… If I would’ve known about all of this before I could’ve waited out for a NTK letter and sent my first appeal using the “one size fits all” appeal template.

I have had zero contact MYSELF to and from CPM. The only contact they have made is the initial windscreen ticket and the response email to my cousin which they addressed to her full name and address.

Do I have a genuine case? I don’t know where to go from here or what course of action to take next so any help will be very much appreciated!!!!

    Doesn't matter as no appeal works anyway, with an IPC firm like UKCPM.

    Why did your cousin accept the permit scheme foisted on them, this is not in her interests at all, the residents should have booted UKCPM out by refusing to accept this scam operation and forcing the agents to backtrack, like here:

    You need to decide which of you is going to have the experience of fighting this in court. Who is the most robust person with the best eye for detail and time to attend a hearing to probably win in front of a Judge after Christmas?

    If that is YOU then she needs to write to UKCPM to name you as driver and give your postal address.

    Read any UKCPM thread, they are all the same and we win 99% of them.
