Who is responsible for missing parcels?

I ordered from AliExpress they claim it was delivered and wont refund me without evidence that it wasn't. (How can you prove you didn't receive something?)
The tracking number does work on royal mail it claims it was delivered but no signature required so it says nothing.I have emailed royal mail and am awaiting a response.
I fear its lost forever I was here on the day it claims, I've been here most of the school holidays, I've been getting letters through the post and its not like the postman not to knock on my door, he knows I'm here most of the time and often asks if I knew when my neighbours are in or asks me to take in parcels for them.
So who the heck am I supposed to get a refund from, AliExpress in china or royal mail.
I've had this before with something from Europe tracked all the way to here and then missing and had the seller say its royal mail's responsibility and royal mail say its the seller I got no where last time and lost £47 I'm worried its going to be the same this time.

China is who you deal with unless you organized collection and delivery yourself .
The vendor is AliExpress in china not RM and of course UK consumer law does not apply .0 -

How did you pay? Maybe try a chargeback if it was by debit card? (Or credit card if under £100; if £100+ then a Section 75 claim may be possible).0

Well I emailed em and am waiting for a reply because AliExpress want evidence, won't get that talking on the phone or in person unless I can get them to write something out with a letterhead. I'll try after they respond to my email I guess.

Who email your local delivery office,
Who then have 48 to 72 hours to reply,
Then it goes back to customer services,
Who then contact you.
Lots of layers of delay. GPS data is only accessible for a short period.0 -
Have you checked which delivery office?
I had this last year, delivered and I could track it to the 'local delivery office' only the local office was about 350 miles away.
I assumed seller had sent to someone else.
I opened a dispute and selected Did not receive the item - wrong address
Refunded immediately with apology.0 -
What was the value of the parcel expected? Is it possible that it's being held at your local delivery office with a customs charge to pay?
Your best bet would be to head to your local delivery office with some ID and ask them to check if it's there for you or to look up the tracking number on their systems as they have access to more information than you do.0
