Changing builder and building regs

I am converting my garage into a livable space. Builders quote accepted and building regs paid first visit and agreed work schedule. Builder complied with work, hacking off old plaster, etc. Celotex for floor and walls delivered and some laid on floor with rest stacked up outside property. Paid two instalments for the work so far so I obviously own all this. Second visit by building regs signed off work so far. Since then builder a no show. Everytime he says he'll be here he isn't. Excuse after excuse. Can I now change my builder mid work and will the building regs simply continue or do I have to start all over again? Any advice would be most appreciated.

    Is the building regs application in your name?

    No reason why it would be a problem.

    If it's in the builder's name then you might need to have a conversation with building control, but even if it's in their name they're supposed to put your details on it anyway, so hopefully it's a small formality.
    Everything that is supposed to be in heaven is already here on earth.

    Why do you obviously own the celotex?


    What does the contract say about ownership of materials? Many contracts will state that ownership of materials only transfers to the home owner once full and final payment has been made.
    Eat vegetables and fear no creditors, rather than eat duck and hide.
