Does anyone know who is responsible for loans taken out through ocean finance? I am struggling to find a website with an information on it.

No, it's just suggesting the use of the Resolver portal.

I'm also not sure this is the same Ocean Finance the Op wants to complain about from years ago..

When was it sold to you? Because it it was pre January 2005 they weren't regulated.

The original Ocean Finance - OCEAN FINANCE AND MORTGAGES LIMITED- was owned by some Americans. They gave up on it in 2012 and sold the business to Think Money Group.

But not the company OCEAN FINANCE AND MORTGAGES LIMITED which was dissolved in 2016. The obligations for PPI refunds on pre 2012 business remained with them. They apparently conducted a 'customer contact exercise' to resolve outstanding PPI complaints.
