Does anyone know who is responsible for loans taken out through ocean finance? I am struggling to find a website with an information on it.

The original Ocean Finance - OCEAN FINANCE AND MORTGAGES LIMITED- was owned by some Americans. They gave up on it in 2012 and sold the business to Think Money Group.

But not the company OCEAN FINANCE AND MORTGAGES LIMITED which was dissolved in 2016. The obligations for PPI refunds on pre 2012 business remained with them. They apparently conducted a 'customer contact exercise' to resolve outstanding PPI complaints.
