Velcro-backed Plates in PPC

Just curious about using Velcro backed/removable number plates and covering VRN numbers in private car parks? i.e. taking them off whilst parking there and then the PPC can't get your info, and with it being on (what I presume) private land are you required to have them?
Maybe not ANPR ones as you would need to take them off before entering and would be on a public road
But would this work or is a private car park part of the public highway or something?
Would the PPC just tow your car once they saw it without a paid ticket and would that be legal and legal to charge you for?
I realise this has been posted before in 2013 (and maybe since), so I am also curious as to whether the attitudes towards this have changed as well as any legal matters involved.

If the scameras clocked the number plate when the car left later, the first "exit" would be ignored.
Somebody once got a PCN for wheeling a shopping trolley with number plates attached passed ANPR scameras.I married my cousin. I had to...I don't have a sister.
