Miss Twit mentioned Alice in Wonderland to me....i thought she'd lost the plot....what does your sister wear, or do you have a piccie you could post...
I like the twisted fairy idea....we have a shop in town that sells fishnets and 'adult dressing up stuff' nurses etc....

Excellent........
my daughter was a Goth at that age, the only time I ever got her to a fancy dress "do" she went as "little black riding hood" - all the goth make up, a black hooded cape and a picnic basket! - not very original but it's all she would wear....kids, you gotta love 'em!0 -
I think she does become "Malice in Wonderland". I'm afraid I can't get hold of any pictures (I've tried but the photographer at their gigs obviously liked the blurry moving shots... guh). She wears an Alice in Wonderland style blue dress with white pinny but wears very bright neon make up and neon stripey tights and stuff. TBH I think it could be done far more interestingly!
Tim Burton style perhaps? I think black boots (think Dr Martens) with stripey black and white socks or tights together with a black (or similar colour) dress and pinny would be nice. As long as you've got the dress sorted people should recognise who Miss Twit is trying to be. Wish I was dressing up now.

What about the wicked fairy from Sleeping Beauty. I dressed my daughter like this. She had a black leotard and a black net type skirt. I made her some black wings from two wire coat hangers and a wand with a silver star on top. She looked lovely0

Can't really add anything to the great ideas everyone's had but add my vote for Cruella

When my daughter was a goth I made her a 'fairy gothmother' t-shirt and a lace hankerchief skirt. All black of course. The t-shirt simply had the writing painted on with pearlescent paint and the skirt was a simple black skirt cut into points with several different types of black fabric, - lace, velvet etc added around in layers - much coveted for a long time after.True wealth lies in contentment - not cash.
