PPI With GE, now Santander - Refused refund

Hi, I bought a sofa from Sofa Workshop in 2002, financed by GE. I wrote to Santander - they took over apparently - and they wrote back to say that whilst PPI was sold, the agreement was exempt.
Is this true?

The exact wording would help.
However, 2002 is pre-regulation. It is also likely the loan finished before 2008 making it not applicable for Plevin.0
