Debt Recovery Plus Ltd letter for UKPC parking charge

Hi, I would be grateful for some help please. I received a UKPC parking charge letter which was dated a week after the parking charge offence on private retail land. It was posted whilst I was on a fortnight’s holiday and only opened this and some other post a few days after I got home so it was already well beyond the 14 days “discount” date. Anyhow, due to my health condition and a new puppy collected on my first day back from holiday and numerous other reasons I haven’t managed to tackle this myself in good time. I then received a Notification Letter and 14 days later a debt recovery Plus letter. Last Friday I contacted the manager of the retail store at the car Park where I spent considerable time and money on that day to ask him to request that UKPC cancel this, he said he would, I chased him today but have heard nothing back. I wasn’t the driver of the car that day, the parking signs were not seen, parking restrictions were not even considered to be present! The parking overstay was 14 mins over the maximum and I need extra time to get about because of my health condition but I do not have a blue badge. I have been reading this forum quite a lot to try to understand what I need to do but I admit I am easily confused (part of my health condition) and am asking for detailed help please, it would be very much appreciated.

    Continue chasing the retail manger, but in addition send the initial appeal template in blue from the NEWBIES.
    No doubt it will be rejected for being too late, but if this goes to court you can show you tried to be reasonable.

    You can safely ignore debt crawlers.

    If the manager has said it will be cancelled and has not, best to have a chat with him again and tell him you will now inform the CEO

    You are right, the system doesn’t allow me to appeal online because it has gone to DRP. Should I send my appeal by email to DRP?

    Nine times out of ten these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    Thank you. I will just chase the retailer perhaps a bit more aggressively, I don’t want to not be able to show my face there again as it is my store of choice (...before this PCN).

    I will complain to my MP also, I’ll have a look on the forum for a sample letter.

    IF the complaint to the retail manager doesn't bear fruit and the appeal (blue text) fails, then, when you appeal to POPLA (or if it gets to court), it wasn't an overstay, you (well the DRIVER) used 10 minutes of the permitted Grace Period at the beginning of the parking event to park, get out the car, read the t&cs, decide to stay, pay, put ticket in car and a further 4 minutes to leave at the end of the parking event due to the congestion in the car park at the time or similar reason for it taking this long.
