SABA - Brighton Train Station - bylaws

Hi all,
First time poster so go easy on me, Ive read a lot but may have missed something, so apologies if not!
Place
- Brighton railway station
9th May 2019 - Paid for parking, received text message to confirm registration, replied with registration at 11.41. That’s it! £15 debited from my account to pay for the ticket. I have screenshots of these texts.
I then received a notice from Saba stating I have received a parking charge notice, I call to explain, guy on the phone states that my registration is not on their system, I state that can they see that I have paid, he states that there were 12 payments that day for £15. I then request he match up my card details for the payment that has no registration next to it. He declines to go through the 12 payments. I even jested that maybe he could refund me the £15 and I will then pay the PCN but he refused!
I appeal, with copy of bank statement, screenshot of messages. Appeal declined on the grounds of failing to obtain a valid ticket/voucher.
They then point me in the direction of the independent “Appeals Service”, sent same details, with which they reply with
“Whilst I acknowledge you had made payment for parking within Brighton Main Car Park that day, the evidence confirms that you had failed to verify the purchase. The text you sent at 11:41 with the vehicle registration number appears not to have been received by Saba. A further text was sent to you at 11:50 requesting the vehicle registration number. As you did not reply to this text there was no valid purchase made against your vehicle ******** that day. The Penalty has been correctly issued in this instance.”
My response wants to be = No text was received at 11.50, however I sent a text at 11.40am with my registration which shows on my phone as delivered.
I now have recieved a debt collection notice from ZZPS for £100 + £70 admin fees.
Now, after reading your forums, only when I have got this far, it states I should have ignored the first messages due to railway bylaws etc because it was a train station car park, however I didn’t so not sure where to go.
Can anyone help/suggest what I should do at this point as I haven’t followed the guidance already given by MSE as I thought it would be a straight forward appeal.
Many Thanks in advance!
Kieran (on behalf of angry partner with the actual parking ticket)

Wait out the 6 months.

Remove your vehicle registration number and your name from your post.
That, together with your call to Saba, clearly identifies your incident and conveniently gives them the driver's identity.
For that very reason, the advice on here is never to phone a parking company.
Edit your post to remove clues to the driver's identity.
The parking companies trawl this forum just waiting for people to trip themselves up and can try and use your posts against you.0 -
Thank you BrownTrout & KeithP
I have removed reg. Ticket isn’t in my name so they couldn’t track to me.
With regards to 6 months, is that 6 months from issue of ticket or from last contact? What do I do after the 6 months?0 -
6 months from issue date

This is the same as all SABA threads - and as I am local to Brighton you can ask me if you get a court claim, but you won't.
In fact I am off to Brighton station shortly tonight, catch me if you can, SABA!
I agree with Brown Trout and all you need to do for peace of mind is SIT IS OUT and read other SABA threads, by searching the forum for that word. This same thing is discussed every single day!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
