PPI Letters Sent

I apologise in advance if this has been asked and answered numerous times before.

I have sent a series of letters off for various store and credit cards, the majority of which end up being Santander issued, I used the letter template on MSE which asks for a copy of the original credit agreement.

I have received responses back from Santander acknowledging the receipt of my letter and the data request that I submitted.
They state that they have up to 28 days (if I recall correctly) to respond to the data request which will obviously be after the deadline date.
What I need to know is do these letter constitute the beginning of a complaint or should I now just use the emergency reclaim kit?

I used the letter template on MSE which asks for a copy of the original credit agreement.

That template letter is out-of-date. There is no requirement to ask for a copy of the original agreement and in most cases, it serves no purpose to ask it.

No, these do not trigger the complaints process as they have nothing to do with making a PPI complaint.
