Power supply problem

On the 7th August I discovered, via a friend, that the electricity supply to my first floor maisonette has been disconnected. Having contacted the various companies involved the problem appears to be in the downstairs maisonette. The supply company left a card asking the occupant of the downstairs maisonette to contact them on 15th August but as of today the occupant has not.

The supply company keep telling me that they cannot do anything until the occupant of the downstairs maisonette contacts them. I point out that they may be on holiday or maybe dead for all I know.

The matter is complicated by my not living in the UK and I only found out about the issue when a workman with a key came round to do a job. The property is uninhabited and currently undergoing refurbishment prior to selling.

Does the supply company have a right of entry to the downstairs maisonette to reconnect my supply and when would they do it?
