Ashton Moss Parking Ticket

I am the registered keeper of a car that someone driving and parking my car on AshtonMoss retail park and as incurred a PCN - they have parked up a kerb on an end bay - although they insist they weren’t affecting any other bays - I’m just wondering wether it is worth paying discount rate or using the FB group where TT appeals using POPLA system - I’ve copied an old thread from this site where 2 or 3 people have won their appeals on the basis that there isn’t enough evidence from the landowner and issuing charges

(Edited link as it won’t let me post)

Does anyone know if this is still the case or is it just always worth appealing anyway, it’s just if I don’t have much of a chance should I pay the discount

I understand I don’t make any contact with anyone until the NTK as been issued but every NTK I see posted no longer as the discount rate applied

The car park is a uk pc

For that location and UKPC you use the blue text template from the newbies faq sticky thread near the top of the forum, appealing as Keeper

    Forget other sites like faceache

Stick to the tried and tested formula of this forum and that newbies thread

Check the ntk for pofa compliance whilst awaiting the appeal rejection

No naming the driver , or inferring who it may be

If this was a windscreen PCN , wait until day 26 then appeal as keeper using the blue text template

    UKPC are fraudsters, read this

    https://www.telegraph.co.uk/news/uknews/crime/11858473/Parking-firm-UKPC-admits-faking-tickets-to-fine-drivers.html

Nine times out of ten these tickets are scams so consider complaining to your MP.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
You never know how far you can go until you go too far.

    Hi Guys

Thanks for the advice we appreciate it - we understand not to get in contact with the ppc until day 26 using the appeal system as the keeper but in the mean time should we be messaging the landowner stating the driver was using a number of retail outlets there didnt go over any time limit or impede on any other customers using the car park - the car was simply over a kerb which does not have the white markings on the kerb side and that we would like the charges dropped as we personally use these outlets very often and feel that we would not use the outlets again after being penalised by UK pc and would take a lot of stress out of fighting this extortionate charge if you could simply tell uk pc to drop the charge on this occasion

Use the royal we when writing to the landowner, as keeper of the vehicle

They don't need to know who was driving, so why tell them ?

They may pass the complaint to Ukpc , think about it
