Charge notice from VCS - change to parking restrictions

I recently parked at my local rail station, have not used the train or parked there for about 18 months ... apparenlty the parking rules changed recenlty and there is a restriction on who can park in some designated spaces. My issue is, there are notices, but they are on individual spaces and obscured from a drivers view by thee cars parked there. There is no warning anywhere that the parking rules there have changed - apart from signs only readable as a pedestrian if you can find them - As per the Parking FAQ I will wait for the NTK - is it a reasonable defence that I could not have been aware of the change, and the signage was not obvious? I have video and photo evidence.

If this land is covered by bye-laws it s unlikely that you would need to defend a claim. Have you read the stickies/FAQs concerning land covered by bye-laws?You never know how far you can go until you go too far.0 -
I have now read some of, POPLA Decisions - POPLA APPEAL - Bye-Laws Land – No Keeper Liability, in so far as it seemed applicable -
not sure how this will help as I would now need to get the railway company to provide me with that info in time for me to reply to the "keeper" letter... I don't see why there being railway bye-laws would exonerate me - surely the legal people at the railway should know this and therefore not waster time on enforcement? - I still need to appeal and give grounds, and I anticipate that as the paring is managed by VCS under IPC they're unlikely to take any notice ...0 -
If you want to check byelaws and this is a west midlands railway car park then contact the body which used to be known as centro0
