Look up the Barry Beavis case , that went to 3 courts and 11 judges, the last being the Supreme court after it had been to the Court of Appeal
He overstayed on a free private car park , lost 3 times in 3 courts , for £85
This is real and until the Mhclg sort out a new regulated CoP it won't change0 -
