UC and Recognised Courses for Young People

Hello there,
I have asked UC this question but just wanted to check with you guys as well as you often seem to know more than they do
My son is 17 (18 next March) and has various disabilities. He is currently in full time education so we are receiving UC having transferred across from Child Tax Credits (I'm his full time carer).
We may have to switch from college based education to home based because of the effect the college environment is having on his health (appropriate support isn't being provided; we are fighting for it but his health is suffering in the meantime). So an avenue to investigate is the Local Authority putting a programme in place that is conducted at home, rather than at college.
UC have said a home based course wouldn't count as full time education because it isn't taking place in school or college. I just wanted to check if you guys know any different (I think the piece of legislation she sent me was F1143) as it wouldn't be a choice to have him at home but a health related necessity?
Just want to be sure of all the facts as we weigh up different options and work out the best way to go about doing things.

It seems clear from this that home education will not satisfy the definition of 'qualifying young person'.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0 -
