Should I add a bit saying that "an occupant of the car had broken down in the car park and was visited by a breakdown van in the car park"?
Is "an occupant" a good way of keeping driver identity out of the equation?
Or should I not include this paragraph at all?

Why did you need a breakdown van for a passenger?
Why do you need to conceal the driver's identity? This is a cast iron win imo.You never know how far you can go until you go too far.0 -

HV won't read the detail of your appeal. They just need to see that you're using a forum appeal template (and getting forum assistance) and they will back off.
Don't try to gild the lily, it won't make a bit of difference.
Just be careful with their appeal portal as there's a nasty drop-down box that keeps defaulting to 'I was the driver', make it your last check before taking a screen shot, then pressing the 'Send button'.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Highview ntk to a keeper are not pofa compliant, so a Keeper has no liability
This is why the keeper appeals with the template, as keeper , No changes
Any driver issues can be dealt with later if required
HV will recognise the template and should cancel
That is the action the vast majority of us would do, including me
A quick cancellation is the aim of a keeper appeal using the template unchanged
It's clear waters, so no muddying them with side issues0
