Change the locks. I doubt the agents have and the last thing you want is the old tenant coming round and letting themselves in while you're not there.
As Fen1 says this is extremely unprofessional of both the landlord and the agents.
I suspect that what's happened is the landlord allowed their "friend" to crash there for "a few weeks", in order to prevent a long void period between tenancies. Said "friend" has then got in a strop when told to me out to make way for you. So they've decided to abandon the place, leaving their junk there as punishment for the landlord. Or they're away (on holiday? With work?) and haven't been able to get back to collect their things.
Either way I wouldn't plan on making this your long term home. This kind of landlord and this kind of agency are not going to move fast when things go wrong (boiler breakdown etc)."You won't bloom until you're planted" - Graffiti spotted in Newcastle.

I would suggest you go visit the agents and tell them you will be billing the landlord for storage of your items, plus a you will be staying in a hotel until they fulfill their part of the contract. It sounds like the other person has not moved out. I would not be staying there.

I would be worried that the prev tenant (+friends) still has keys etc0
