P4 Parking Ticket Edinburgh

Hi. I live in Edinburgh. I usually pay for a parking permit where I live which is issued by the Council. Unfortunately it expired and my new one wasn't in force until the day after next. So I needed to find a free space somewhere for one night. I thought I found somewhere, none of the other cars had permits displayed and I didn't see signs (it was dark). I went back the following night to pick it up and I found a parking ticket from a company called P4 telling me to pay 100 (or 60 if paid within 14 days). Ridiculous. I've heard that in Scotland I am reasonably safe to ignore it? But the ticket explains P4 are part of BPA so I'm just wondering if I should indeed pay? Any advice appreciated, thanks.

You only need to read the NEWBIES thread section about Scotland. Did you miss it (top of this board, a sticky thread for NEWBIES to read first?) as there are never any Scottish threads needed due to the standard advice which hasn't changed in a decade or more.PRIVATE 'PCN'? I've had a ticket from the council before, this ticket was different so I think a private company. I don't see anywhere on the ticket explaining they work on behalf of the council.
The ticket says:Please note this vehicle is parked on this site outside of the terms and conditions as laid down by the landowner / Agent
A parking charge of £100 is now due and is discounted to £60 as full and final settlement, if received within 14 days of this notice date. If the parking charge is not paid in full within 28 days of this notice date, then the registered vehicle owner details may be requested from DVLA and a "Notice to keeper", will be issued. The data collected from DVLA may be shared with a third party, for a more comprehensive understanding of how we use your data, please visit p4parking.co.uk. This may result in an increased charge and recovery action. All complaints must be made in writing and sent to complaints@p4parking.co.uk. Please do not send appeals to this email address.
How to Pay:
Visit p4parking.ec6pay.com to pay online or call 03332 407 298.

Thanks. So if I'm reading the FAQ correctly, as long as I don't appeal I should be fine to ignore the ticket? And if I get any letters (I haven't changed address on v5c yet since I moved) I should keep them?0 -
You need to change your address on the V5C sharpish of you will get a real fine!
And email P4Parking's privacy/data protection email and tell them to rectify your address to (new address) and note that you stay in Scotland so as registered keeper, you have no liability.

Ok great, thanks. This all happened pretty much last night so I'll send my v5c away with the address change on it today so hopefully if they do come to issue any letters the change of address will be in place, so I shouldn't need to email them. Unless they grab all details from DVLA at the time the ticket is issued?0

ticket placed on car , they cannot ask dvla for your info untill day 290
