Lost letter from Civil Enforcement Ltd

I've been back through a few pages and haven't found an answer to this so hoping somebody might be able to advise.

Had a parking fine through from Civil Enforcement Ltd, intended to appeal but have lost the letter.

I'm now stuck because I don't have the PCN number and it seems without this I can't do anything - even if I wanted to pay it I don't think I could!

My dad seems to think they'll send through a reminder but is this the case or do I just have to wait and see what happens next?

I'm worried that leaving it without trying to appeal will make it worse but can't see I have any other choice.

Nobody has received a fine; it's an invoice.

Edit your post to remove information about who did what. Only ever refer to The Driver and The Keeper, who are two different people. ;)
The Keeper has protections in law that The Driver does not.

Contact the scammers as keeper and ask for a copy of the NTK. Do this in writing/email without revealing the driver's identity.
Do not wait for a reminder.

In addition, send an SAR to the scammers DPO as per the advice in the NEWBIES.

What happened when you complained to the landowner?

Don't forget to complain to your MP about this unregulated scam.

This is not a fine, it is an invoice for the alleged damage they suffered at your hands. Pay then not a penny unless a Judge orders you to.

    Have you ead the stickies/FAQs?
You never know how far you can go until you go too far.
  • Thanks guys, yes I have read some of the newbies posts etc, my main concern was that I am stuck because I haven't got the PCN number to appeal with but as per advice above I am sending a short letter today requesting a copy of the NTK as the keeper of the vehicle. Unsurprisingly there is no way of communicating with them electronically so will have to rely on Royal Mail.

Hopefully I'll get something back in time to appeal at which point I will follow advice from the other posts.

Haven't complained to the landowner yet as wasn't sure if I should do this before appealing, but will do.

If the only way to contact them is by post, send it first class from a Post Office counter and obtain a free proof of posting.
Don't forget to send the SAR to their DPO as well.

Complaint to landowner is always the first (and best) option.

It wasn't at a retail park just a small local car park, looks like it is managed by StarPark who are the same as CEL right? Can't find anything about who actually owns the land.
