Economy 7 Dual MPAN incorrect setup?

So I worked in energy complaints for a while (a few years ago) but am a bit rusty now and dual MPAN's were always a major headache!
Colleague of mine has said dual MPAN's but rarely uses the storage heaters.
It looks like the account has been setup with MPAN1 (main usage) on a single rate tariff £0.175 pkwh) and the 2nd MPAN again on a single rate tariff at £0.075 pkwh).
So 2nd MPAN appears to be setup on the E7 rate correctly...
However, colleague has an E7 water heater which is on the 1st MPAN and thus is NOT receiving the overnight rate which you would expect from a 1 meter setup.
Therefore, usage is being billed at full rate of £0.175 and average £150 a month for a small flat with low usage and 2 occupants + toddler.
If I was working in complaints still, I'd be looking to remedy this by having an E7 tariff applied to the 1st MPAN and the 2nd MPAN remain on the E7 rate (£0.075).
If someone can help confirm before I get them to take it up as a complaint, that would be useful :-)

Is the ist MPAN a dual rate meter?
Simplest thing to do here would be to get an electrician to rewire the immersion so that it's supplied by the second MPAN (second meter?) - worth a few quid to save a lot of aggro getting the customer services to understand what's wanted or what they are doing that the customer thinks is wrong.0 -
I'm not 100% sure but I think the first meter is only single rate.
Also, that's a potential fix, but doesn't resolve the issue of incorrect billing for 3 years and debt accrued as a result of incorrect account setup.
Need to sort that angle first and looks like it'll have to be down formal complaints route to ensure OFGEM guidelines adhered to.0 -
Sounds more like incorrect wiring, than incorrect billing, doesn't it?0

Check the 24 hr circular analogue timer switch, if it is using one instead of radio teleswitch or digital time switch. These old things are usually not set at the correct times.The 7 hours cheap rate could be anywhere in the 24 hrs0

If there is only one rate on the first meter, then could be incorrect wiring as should have been wired to the E7 meter... (as first would not be able to support day/night rate)... will check into it0

This is not an E7 set up. Even if it is being billed as one. I hope they have not moved suppliers as there will be a bodge to support it (really should not have been allowed to move).
With two mpans from what you have described is is as follows. Astandard 24/7 single rate meter like most people have. Then a RHT meter (restricted hours tarrif).
This is a legacy tarrif. It probably gives more than 7 hours or at better times.
Regardless of metering, wiring is always the ultimate resonsibility of the owner and nothing to do with the supply company.
Best bet is to get the old meters removed, have one disconnected and put in a e7. There would of course be costs for the customer to rectify their side as well as potential charges from teh supplier for doing their side.
As always, if you want full info PM me the address/meter serials and I can have a look. But don;t feel you have to! Just offering help. However be aware the supplier is unlikely to have any resonsibility for any issue here.0
