Halogen Ceiling Repair?

Hi just wondered if this quote was fair? We have a halogen Ceiling light where all three bulbs have gone at the same time. Possibly the transformer? Not touched electrics before so a rough quote given via text was;
Labour £50 plus vat
Transformer to be external to fitting £15 plus vat
Would take long to fix? Is this fair?
