Barely covers the cost of building control paperwork. Changing the consumer unit is a "notifiable work" and either needs to be signed off by Building Control or self certified by the electrician. Both require fees to be paid.Her courage will change the world.

Plugin circuit breakers don't offer a safety benefit. Residual current protection is important.
Yes, I'm aware of that, which is why I stated that, for a new install, RCD protection is required. But, if the OP doesn't want to do that, plug in MCB's are an economic option.
There are probably upwards of 10 million properties in the UK fitted with non-RCD CU's: these were all 100% compliant at the time of fitting.
And plug in MCB's do offer a safety benefit. They stop people using hairgrips/safety pins/bits of tinfoil as a 'temporary' fusewire when they blow. Or falling down the cellar steps while trying to rewire a fuse by candlelight...No free lunch, and no free laptop0
