Highview parking ticket in Scotland

Hi All,

I recently received a PCN from Highview parking for overstaying in a carpark in Glasgow. I was wondering if I need to pay this or not? I have done a bit of reading about and read various different threads which may suggest that I don't? However I came across an article that said they were changing the laws in Scotland at some point this year which made the PCN more enforceable than it used to be? If anyone could help me out it would be greatly appreciated!

    There is no keeper liability in Scotland so only a fool would pay it, no laws of rules have come into force yet in Scotland or elsewhere

    It's either ignore it and them for 5 years

    Or

    Appeal as keeper with the blue text template , no changes to be made at all

    Do not tick or select any box with driver, the driver must not be named or hinted at

    Keep the driver details a secret

    Hopefully highview will recognise the template and cancel

    Also a landowner complaint may obtain a cancellation

    Bear in mind I only suggest the keeper appeal in Scotland because it's highview, I would not recommend it in most cases

    Normally the advice in Scotland is, complain to the landowner but otherwise ignore.
    However, Highview normally cancel as soon as they see the forum appeal template in blue that you saw in the NEWBIES thread. See if you can beat the current record of a cancellation in under two hours from appeal submission.
    As Redx says, the advice to appeal in Scotland is only when Highview is involved.

    There are suggestions of a change in the law to make a keeper liable in Scotland but nothing has happened yet, and can't be applied retrospectively.

    So, either appeal and then ignore for five years, or ignore for five years. After that it's statute barred from court.

    You should also complain to your MP about this unregulated scam, especially pointing out the disaster that will follow if keeper liability is ever enacted in Scotland. Devolution and Brexit will pale into insignificance if that happens.

    If you do appeal, send the template from the NEWBIES unaltered from the keeper. Do not reveal the driver's identity under any circumstances.
