As I know:
1. TSB's classical Plus, 3% on £1,500
2. Halifax, 2 DD, pay £2
3. Barclays Blues Award, 2 DD, pay £7 with £4 fees, net £3
4. Santander 123 Lite* 3% on bills

The only one of the above that pays cashback of up to 3% is Santander 123 Lite. The others are about interest payments or rewards. (NB. It's Barclays Blue Reward, not Barclays Blues Award, and there's a current offer for this account, see relevant thread)
Other accounts paying cashback are the Santander 123 (also pays interest) and Natwest/RBS Reward. Both have monthly charges.0 -
