Location Code query

A few weeks ago 'the driver' parked in NCP Manchester Chinatown car park.
When 'the driver' parked up, they realised that none of the payment machines were working. The only way to pay was to download the Paybyphone app, as the telephone number given didn't work.
They installed this but when it came to entering the location code given, the app didn't recognise it. All they could do was pay for the nearest one that the app picked up in the Location Services Search which was Faulkner Street.
Today, 'the driver' went back to the car park and the pay machines still weren't working. However, the location code is now working.
They are now worried that 'the keeper' may receive a PCN for entering the wrong location code. What are the chances they may get a PCN?

Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people.

Nobody can predict whether The Keeper will get a PCN, but in preparation, read the sticky thread for NEWBIES that is just underneath where you clicked on the
button.
This will answer most of the questions you have not even thought about yet.
In addition, get photos of the site and signage just in case you need them later.I married my cousin. I had to...I don't have a sister.
