NTL Phoneline

After some thoughts on this please
Yesterday afternoon our phone rang and when DH answered, the line was dead. Thought nothing more of it until this morning when I attempted to make a phone call and found there was no dialing tone.
I tried to phone the landline using my mobile and I'm getting three beeps, followed by being cut off.
DH telephoned Virgin and they said to try out another phone on the line ( we don't have one so will have to pick up a cheap one from Argos tonight!) They also said that they couldn't see a fault on the line and if we wanted someone to come out and take a look then we would have to pay if it's not down to their line (having already said that they can't see a fault).
DH is convinced that someone has called and not put their phone down properly and is refusing to get someone out to take a look as he thinks if this is the case then we will be charged.
Does anyone have any thoughts on how likely it is that it is due to someone not putting the phone down properly, and if this is the case, is there anything we can do about it?

*edit - it's Virgin, not NTL!! In the habit of calling them NTL and can't get out of it!

If someone has called an not put the phone down properly it would have cleared down after so long, wouldn't still be held for hours.
If someone forgets to hang up when they call and you notice this when you pick the phone up.
Pick the phone up, press the Recall (not redial) button, wait about 10 seconds, put the phone down, it should ring, pick it up, wait about 10 seconds, then put the phone down, that will clear the line.
First you do need to check that it's not the phone, so you'll need to try a spare phone, then try it in the test socket, unscrew the small face-plate.
If still no joy, contact Virgin Media. (xNTL: 0800 183 1986, xTelewest: 0800 073 0399) 151 if you have access to a working VM phone line.
If you have VirginMedia internet too, you can log faults via their newsgroups, they have one for phone faults too:
virginmedia.support.telephony
Don't post any person details, just an alias if xTelewest or the first part of your email before the @ if xNTL.
Use one of the following newservers in your newsreader (Outlook Express for example).
If xNTL use: news.cable.ntlworld.com
If xBY use: text.news.virginmedia.com
