T&G chipboard over celotex or joists?

Looking for some advice.
Converting integral garage to room and builder removing existing concrete floor to replace with new insulated floor - crushed hardcore then 100mm concrete, membrane then 100mm celotex. Question is what next?
Liquid screed is suggested but am a bit concerned about drying times. 100mm of concrete will take a while (builder says 1 week per half inch) and then screed will also need to dry out.
Engineered wood is the proposed floor covering with electric underfloor heating so dont want to trap moisture.
So maybe T & G chipboard would be better than screed.
Can this be installed just on top of the celotex? Builder suggests it can but carpenter friend says joists are required (with the celotex in between. Obviously much more work than just laying chipboard on top of the celotex.

A layer of chipboard laid directly over the insulation is a perfectly acceptable method. You don't need joists or a thick layer of screed.Her courage will change the world.
