Congestion & ULEZ PCN’s

Number of years ago I received PCN’s for Congestion Charge which I disagreed with at the time, never driven in London Previously and caught unaware, ended up paying more than double for them.
Roll forward a few years and not wanting a repeat of my previous PCN’s decided to set up an account, which apparently is good practice to save you having any missed charges.
I proceeded to set up my account, add my vehicle, add my payment card (witnesses present). I read through a lot about Congestion & ULEZ so I had a brief understanding of what it all was. I read about and selected having immediate notifications, this to protect myself if I had gone in a zone I could look up to make sure it was paid. During my five day stay, I drove through London about 3 times over 3 of the days, I never received any notifications, I kept signing into my account daily to see if anything had appeared, still nothing.
There was a selection that said list of non-auto pay charges, clicked on this and nothing there, which led me to believe that maybe the auto-pay ones were added at the end of month or few days later or something.
When I returned home I signed in and sent a message saying I had not received anything on my autopay account, had no reply, still had no notifications.
Roll forward a couple more days and a ULEZ PCN came through my letter box (first of three, Plus 2 congestion charge notices, all received over following days).
On receipt of first PCN letter I called Transport for London and was told that I had set up an account, I had added my vehicle, but there was no payment method added, now I know I added my bank details and had a witness sitting next to me, all this was done prior to going anywhere near the zones as I did not want a repeat of the previous trip years before, the lady on the phone told me there was nothing I could do as my payment card wasn’t added, I really did add it and fully believe that something is amiss here, surely the very fact I created the account and added my details, vehicle and disputed card details proves I had every intention of not letting this happen, but no I now have 5 x PCN’s for the value of £160 each, halved if I pay within 14 days, £400 to pay or increases to £800.
Does anybody have any advice, I am looking at going to see a solicitor, I cannot afford £400, I am a hard working man with a family and this has ruined our trip and my thoughts of London
