Victim of crash for cash, what should I declare for new quotes?

I was the victim of a crash for cash accident earlier this year, the investigation is ongoing but its likely my insurance won't payout to the scammer. I didn't claim for damage to my car as it was very minor and would come in under excess total of £250, but I haven't had any work done on it. My primary query is regarding online insurance quotes. If the crash was orchestrated, and no one pays out, do I still have to declare this? As a non fault £0 claim accident?
It seems really unfair that its going to affect my premium regardless! But I guess that's insurance for you!
My secondary query is that, I want to change my car, its mine, I owe nothing on it, but having not had the work done to fix it, I'll be offered less for part ex. Its minor damage, a cracked bumper, is it worth me spending a couple hundred to get it fixed to get a better part ex deal, or would the difference in part ex value be negligible? I mean if they're going to offer me £200 less because of the damage, that's fine, but if they're likely to knock several hundred off the price, I'd just get it done.
So advice on both counts appreciated please!

at present you declare it as pending or at fault
and you keep doing so until you receive a letter from the insurance company saying how it was settled0
