Unvented immersion tank problem - water from Tundish

Hi, I just wanted to ask for some advice if possible please.
I live in a rented apartment and last night noticed the water is not as hot as usual or lasted as long as usual before cold.
So when home from work tonight I opened the airing cupboard and noticed we have a constant flow of water through the Tundish attached to the water pipes on the side of the hot water tank. I read lots of people saying they have drips from the Tundish but ours has a constant flow.
The tank itself is a Tribune HE 150 with separate expansion tank.
I did a quick google as you do and found lots of horror stories about what a Tundish can be telling you and saying to shut everything off (electric and water!!)
Firstly I wondered if it really is that bad!? I have turned the water heater off for now but I have no idea where to turn the main water valve off!
The water heater is electric and only supplies the hot water, we have heating which is gas but the hot water tank has an immersion heater fitted.
I have tried to call the emergency number given to us from the letting agency just to ask them what to do and if I do need to shut everything off but would you believe I got no answer and have left message.
I hope this all makes sense and maybe someone can offer some advice. Ideally I would like to turn it on again so I can have some hot water but don't what to cause any major problems.
Thank you for any help you can give.

My guess is the diaphragm in the expansion vessel has failed."A nation's greatness is measured by how it treats its weakest members." ~ Mahatma Gandhi
