Car clamped due to parking fine

Hi all this is my first post and I am in desperate need of some help and advice.
My car was clamped yesterday by newlyn plc enforcement agents, due to an 2 unpaid parking fines from the local council.
The debt is £1504! However I was told by the bailff, that it was £510
Now I have tried everything I can, including offering to pay off the debt in monthly instalments, but these have been refused by the bailff.
I have now sent a complaint over to his office, outlining that I need the car to get to work and without it I will have no choice but to leave my job, including an email from my employer stating the same thing. He is not refusing to even discuss this with me.
The car is worth around £600-£800 and as I pointed out to him that if he was to sell it, it wouldn't even cover the debt if sold, again hes refusing to even budge.
So I'm in desperate need as he has given me until monday to make a payment otherwise he will remove it.

Be a court order from unpaid council charges, as sometimes seen on TV programmes, hence why this person should contact the experts like sheila0
