bought a car in 2018 without knowing it has an outstanding finance

If the police were looking for the car, then it's got to be about more than just late finance. The police aren't the finance companies' debt collectors.
I can only assume that somebody has reported the car stolen, or there is some other crime-related flag attached to the vehicle.
Bear in mind that even if you have the V5, it doesn't prove you own the car. The V5 says that in big letters on the front.
But if the police had been looking for it, they would've found it as I drive it everyday, working as a delivery driver sometimes, London is full of cameras, how did they not find me? The V5 is in my name with my correct home address, they could just look it up on DVLA and come to my door or something0 -

Getting good title to a car previously owned by you father will be slim to none.

If a member suspects that one of their financed vehicles has been acquired by dishonest or fraudulent means, they can refer the case to NaVCIS Investigations. The team is comprised of 18 officers and staff who specialise in this area of criminal investigation.

It is not the normal police force it is a specialised unit who have 18 staff to find the cars.0 -

I was with my fiancee, the tickets were about £500 return from 16.08 to 30.08 without the luggage, one 25kg luggage at Wizzair/Blueair was about £30 I think? We had like 4 in total, bought some stuff to leave with our grandparents as well. And we actually had 2 weddings to attend, first one was in Hunedoara today,17.08 and it was 20-22 hours drive from London and the other one was in Bacau on the 25th of August, we are from Constanta and we had to pass by as well, with the ferry,fuel and road taxes it would've been about £500 return with the car but it was better for us as we didn't have to rent a car to drive around in Romania as well
In the end I thought we could do a road trip as we never left the country by car, I was thinking it will be a fun experience and somewhat cheaper as well0
