Paid but still got a charge notice

Good evening
A vehicle was parked on private property patrolled by UKPC. The driver paid by RINGO and has copies of both the phone call on his mobile, and payment by debit card on a bank statement.
On returning the driver found a Parking Charge Notice on the screen timed at 45 minutes after the car had first been parked.
Contact them now, or wait till day 26 and cite the evidence to disprove the charge.
I don't know whether this is an unusual one or happens frequently.
Read the sticky, this situation doesn't seem to come up.

Just looked at it in detail and looks like the driver put one digit in wrong when they called up in the pouring rail and wind. Their system will have the bank account details, and the mobile phone number so I suppose if they have the systems they can trace the user.
Still apply the same system ie wait till day 26?

As long as you have proof you paid, this must tie up with the logs UKPC hold. There should be a discrepancy
At this moment you can only assume that UKPC has stolen your money. The onus of proof is down to UKPC0 -

Think what a bank would do if somebody made a keying error in a pin number or sort code or account number or email address etc
Look up de minimis , think about what a judge would say, they accepted the money so a new contract was formed, did they return the payment ? I thought not
Still appeal on day 26, with a copy of the ticket, mention de minimis and their machine may be faulty, it is for them to prove that you are the driver unless they adhered to the law named POFA ?) and are the NCA,s most wanted Moriarty due to heinous crimes such as this

Yep, find the POPLA Annual Report (2018 probably but you can Google & read it) that says the BPA disallow their members from proceeding with PCNs for a 'simple keying error' of one digit in a VRN.
You can use the template on day 26 and just change the template words about overstays, to instead say:The driver, or UKPC's old and faded keypad an machine, seem to have recorded one digit in wrong but payment was made and proof is attached. UKPC must cancel this one due to the BPA's stance on 'simple keying errors' of a single VRN digit and you will be reported to that Trade Body if you proceed further to POPLA.
No asking what to do if tedious old UKPC ask who was driving. Spare us!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0
