Can I appeal the POPLA process

In January, I parked my car in a Premier Park car park for about two hours. I did not have to do anything upon arrival - payment was due on exit. At that point, I was asked by the payment meter to enter the last three digits of my car registration number. Normally, the number comes up and you pay what the machine asks. This time the meter could not find me, I had to enter my full registration. Eventually, the machine suggested the length of time I had stayed and the fee I had to pay. I did not question it, just used the contactless payment method and did not even check the ticket.

A couple of weeks later I received a pcn on the grounds that I had been parked there longer and therefore underpaid for the parking. I took it to POPLA eventually, explaining that it was not my place to make sure the parking meter is working properly - I paid what I was asked to pay. They, of course, ruled against me.

I now understand that these appeals are not, in fact, independent. They are very bias and totally in favour of the parking operator.

One thing I noticed when submitting my representations was that the parking operator was allowed to submit three times more text than I was. In fact, I even pointed out the exact difference in character limit during my appeal. That shows that the process is bias from the very beginning - I never stood a chance.

Where can I appeal the POPLA appeals process as such and their decision in my case by extension?

Also, would the collection agency have to stop hassling me while such appeal/complaint is in process?

I know everybody is threatened with court action and hardly anybody gets taken to court, but it does happen, so I would like t avoid that.

Any help would be much appreciated!

    Because you didn't come here first.

    We routinely help people submit 20 page POPLA appeals online to them. This is all explained in post #3 of the NEWBIES thread about POPLA where I tell people NOT to be limited by the 2000 character count.

    You can't. Should have come here first but to be fair, you might still have lost at POPLA.

    Wrong. PP will take this to court but we win 99% of them. No risk, no CCJ.
