Can they ask for evidence of name change

I am applying for ppi on my egg card but they are asking for a certified copy of my wedding certificate. I cannot afford to get this done. It seems descrimatory to ask this, they can verify my identity using my ni number. My cards didn't need this to change my name on the account.

Yes, they can and do ask for proof of name change. How are they expected to know it is actually you?
They can't use your NI number as HMRC won't release info to them.
