Dropped Footway PCN 27

Hi, my wife received a code 27 PCN yesterday and we are looking for advice. The dropped curb wasn't marked in any way ie no markings of any sort, and wasn't noticed by my wife when parking. More importantly we are resident in Spain and have a car with Spanish plates; my question is do DVLA exchange details with the Spanish authorities and vice versa as we were wondering whether to forget the ticket or pay the 50% charge? All help and advice would be gratefully received.
