Stockport Peel Centre Again

I have received a PCN from Peel's contractors when a parking ticket had been bought and the vehicle had been removed within the period paid for. Care Parking (!) have rejected an initial appeal with a computer print out purporting to show that no ticket was purchased.

I know this is incorrect and have issued a POPLA appeal to say so.

The problem is that we do not have the ticket bought on the day as the car was valeted a couple of days later and the ticket swept out, but a ticket was bought and paid for and I don't see why we should be threatened by a bunch of liars.

We have asked for CCTV evidence as if there is coverage it will show the ticket being purchased and the minimum stay is more than the period for which the car was in the car park anyway!

Any advice please?

    How would they know what you look like (unless you're famous or have two heads!). It's not without staff time costs to plough through CCTV footage? It's just a parking charge, not a murder, no one gets CCTV footage!

    In any case, the PPC doesn't use CCTV, just ANPR cameras capturing your number plate on entry and exit, and GDPR/DPA rules prevents any landowner CCTV images being shared, so forget about CCTV!

    So far, Care Parking have dipped out of contesting a decent POPLA appeal, but put you through that hoop before discontinuing, so concentrate on that by studying the advice in the NEWBIES FAQ sticky, post #3.

    Also do a forum search on keywords Care POPLA and read very recent Care Parking POPLA threads, where you can learn the points to cover for a successful outcome. Plagiarise as much as is relevant to your case.

    Your case will be about a typo in the VRN you input, did you realise that's why the PCN was issued? Your POPLA appeal will likely lose, if you wrote merely about the fact you did pay (and didn't use our forum advice) but no-one then pays, if they lose at POPLA.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Nine times out of ten these tickets are scams so consider complaining to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
