Advice For Parking Without Valid Permit - UKPC

Hi all,
Apologies if this has already been discussed I have read through the NEWBIES guide, but still a bit confused and would be grateful for some advice.
25 days ago the driver of my vehicle received a window ticket "parking charge" for parking in a permit area without displaying a valid permit. This was issued by UKPC. The driver was working (as a temp member of staff) in one of the retail stores which usually has a valid permit to park in the area. The member of staff who the driver was replacing, had taken the valid permit with them on annual leave so the valid permit was unavailable.
I am uncertain as to the optimal way to appeal the PCN. Should I follow the advice and use the template in the NEWBIES guide, or should I appeal with the actual story of what happened?
Your advice is much appreciated.

If I was in your position the first thing I would do is insist that the driver talks to his employer and gets this thing cancelled.0

Tried that but the employing company were not interested! They said they would write a letter of support, but nothing has been received.

Nine times out of ten these tickets are scams so consider complaining to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -

2. Did the temporary employment include free parking?
3. Can you post wording of the signage on the forum pls.0 -
The initial appeal has been written for you in blue text, submit it with no alterations whatsoever, as Keeper, do it now, online preferably, so on their website
No revealing who was driving, no explanations either

Follow up the retailer Head Office and complain strongly about this treatment, and insist that you know the retailer has the ability to cancel a PCN and can simply email appealmoreinfo@ukparkingcontrol.com to achieve that, so why haven't they?
There is no quick fix, except this - retailer complaint. Appeal is the hard way.

Hi everyone,
A bit of an update from this saga.... Some further help needed if possible.
I complained to the retailer, loudly which did not help.
Timeline so far...
Parking charge via window ticket received on 17th July 2019 for "parked in a permit area without displaying a valid permit."
Appealed 13th August 2019 via their website 27 days later as the registered keeper using the template provided on this forum.
On the 30th August 2019, received a letter asking for the full name and address of driver. No final decision of the appeal and no POPLA code
On 5th September 2019, received a notice to keeper. This letter says "the registered keeper under the terms of Schedule 4 of the Protection of Freedoms Act 2012, will be liable to pay the unpaid Parking Charge"
On 4th October 2019, received a notification letter stating "Registered Keeper of the vehicle can be made liable for the Parking Charge... Etc etc." Still no rejection letter or POPLA code received.
On 21st October received a letter from Debt Recovery Plus. The letter is very threatening, in one sentence stating "Paying your parking charge of £160" and in a later sentence saying"the person liable for the parking charge of the person who was the driver when it was issued"
Still no POPLA and still no rejection letter.
A bit worried as the price is going up! Any advice on what to do next???
