Parking fine in Italy

We have just received a fine from Italy to say that we drove an unauthorised vehicle into a restricted area. We were unaware of this until a fine came through almost a year later. The alleged offence occurred on 16/8/18 and we received the letter on 10/8/19. However it is dated that it was sent on 1/8/19. Therefore if we pay, I presume this admits liability and means that we have also missed the opportunity to pay the reduced amount. Please advise what we should do. Thank you.
