PCN MSA MOTO CP PLUS reading

Dear PCN gurus,
I received a PCN dated on the xxxxxx (actually received it on the for an overstay of minutes and seconds for a visit on a MOTO MSA reading
From the advice of the forum :
I took the advice of a complaint directly to parking dot queries
at moto-way dot co dot uk and this is the email I have received.
The jist of the letter,
We have received a charge notice (to keeper of the car )relating to a visit to your service station on the xxxxxx for a duration of "insert duration of pcn"
The driver was tired so the safe action to take was to take a break and sleep
Their corporate responsibilty stating they don't provide PCN in cases where road safety is a concern and there are news articles to support their own corporate policy.
they replied a generic response
Dear retracted name of keeper of the car,
Thank you for your email.
I am forwarding it to our appeals team where it will be investigated.
However, we suggest that you appeal online at appealpcn website to ensure your Notice is placed on hold while your appeal is being considered.
Once you have sent your appeal, someone will be in touch with you as soon as possible.
Ensure that you have the PCN details at the ready so that they are able to assist you accordingly.
Please note, you must send all future correspondence to
appeal at appealpcn website and not to Parking Queries.

I have the following concerns :
1) This is not the reply I expected as I actually quoted their own policy to them
2) they attached a pdf to show me how to appeal to the PCN and ask for me to state if I was the driver at the time ( I am the keeper of the vehicle)
3) I feel they are in league with CP PLUS and not keeping to their own policy which I highlighted to them
4) They stated "However, we suggest that you appeal online at
appealpcn website to ensure your Notice is placed on hold while your appeal is being considered." this feels like a lie and tactics for me to engage in the appeal pcn process. Ideally, they should just quash the PCN
5) I am going to chase them up MOTO to see how their investigation is going
Any advice would be helpful?

Yes, I know that I hate these PCN.
I just emailed MOTO parking queries them to ask for an update of the investigation then I will turn it up a notch.
The "deadline" is the 14th for the fake bribe
