I submitted the defence before deadline via email using the guidelines provided. I received an acknowledgment letter via post saying:
I acknowledge receipt of your defence. A copy is being served on the claimant (or the claimant’s solicitor). The claimant may contact you direct to attempt to resolve any dispute. If the dispute cannot be resolved informally, the claimant will inform the court that he wishes to proceed. The court will then inform you of what will happen.
Where he wishes to proceed, the claimant must contact the court within 28 days after receiving a copy of your defence. After the ............0 -

You wont have it yet, rememebr they had 28 days to say if they wanted to continue, and a DQ isnt sent out until after this point.0 -

Response received for my SAR below;
You requested that we provide you with access to your personal data.
By law we are required to fulfil to your request within one month. However, in certain circumstances, the law allows us to extend that deadline by two months depending on the complexity of your request. We will advise you within one month if we need to extend the response deadline.
Access to personal data
If you are seeking access to personal data in connection with a Parking Charge Notice (PCN) then the personal data we typically hold are:
1. Date, time, location and nature of the parking contravention.
2. Registration mark, make, model and colour of the contravening vehicle.
3. In some cases, the vehicle keeper name and address. (Where liability for a PCN has been transferred for another person, then we will hold that person’s name and address).
Do you have a windscreen-issued PCN?
If yes, then then personal data listed in 1. and 2. can be found on that PCN.
Do you have a formal demand letter?
In which case, all items in the above list can already be found on that letter.
Please note:
1. We require further information to verify your identity or your legal authority to make the request on another individual's ...
2. We require you to specify what you are seeking from this request.
3. Typically we make no charge for fulfilling your request. We may charge a fee to fulfil your request under certain circumstances. If these circumstances apply we will inform you and ask how you wish to proceed.
4. Your data protection rights allow you to:
a. request access to, correction or erasure of your personal data; b. request a restriction of personal data processing;
c. object to certain types of data processing; and
d. complain to the Information Commissioner’s Office (ICO).
The law allows us to deny requests to erase personal data or to restrict or stop it processing whilst we exercise or defend our legal claims in relation to a PCN.
When we have received back the required information from you we will then assess the request. We will fulfil your request or write back to you and explain why your request has been denied.
They require that i complete these 2 forms;
(1) DATA SUBJECT ACCESS REQUEST FORM
For us to process your request to access personal data you must provide us with:
• this form, completed;
• completed identity verification form; and
• the required identity documents.
(2) PERSONAL DATA REQUEST – IDENTITY VERIFICATION FORM
Proof identity for you
We are required by law to undertake identity verification before fulfilling your request.
Refer to the Section 4 to see the documents we accept for this purpose.
We may request additional information from you to help confirm your identity and your right to access and to provide you with the personal data .....,
If you do not supply the required documents then this will delay the processing of your request.
Proof of legal authority to act
We will only accept a power of attorney as authority to request personal data on behalf of another. We can accept:
1. A lasting power of attorney for property and financial affairs; or 2. An ordinary power of attorney.
To verify a power of attorney, you need to send us:
● The original document. Or you can send us a paper copy that's been
certified on every page by a solicitor. You need to send us every page of
either the original or copy.
● The original or certified paper copy of the certificate of registration
(if the power of attorney doesn't have any registration markings on it).
We may request additional information from you to help confirm the data subject's identity. We reserve the right to refuse to act on your request if we are unable to verify your legal authority to act on the data subject's behalf.
4. Documents for proof of address and identity
We have a legal duty to protect personal data. We require proof of your identity before we can respond to your access request. To help us establish your identity, you must provide documents as proof of address and proof of identity. Please supply one document from list A and B (we will not accept the same document as proof of both address and identity).
List A: acceptable documents for proof of address:
• Household utility bill (e.g. gas, electric, water or fixed line telephone but not a mobile phone bill). It must be no more than three months old and show your name and current address
• Utility bill from an EEA-based utility provider (less than 3 months old)
• Current UK driving licence (but only if not used for the name evidence)
• Old style driving licence. Provisional licences are not acceptable as
proof of address
• Bank, building society or credit card statement. It must be no more than
three months old and show your name and current address
• Statement from an EEA-based bank (less than 3 months old)
• Local authority tax bill (e.g. council tax) valid for the current year
• Local authority rent book
• Original mortgage statement from a recognised lender issued for the last
full year
• Solicitor’s letter confirming recent house purchase or land registry
confirmation (in this case, proof of previous address will also be needed)
• HM Revenue & Customs (Inland Revenue) tax document e.g. tax assessment, statement of account, notice of coding. It must contain your full name and
current address. P45s and P60s are not acceptable
• Original notification letter from the relevant benefits agency confirming
the right to benefits or state ....
• Northern Ireland Voter’s Card showing your current address
• Electoral Register entry
List B: acceptable documents for photo identification:
• Current, valid full passport (certified copies must show nationality, place and date of birth, passport number, expiry date, photograph and signature)
• Original birth certificate (UK birth certificate issued within 12 months of the date of birth in full form including those issued by UK authorities overseas such as Embassies High Commissions and HM Forces)
• EEA member state identity card
• National identity card bearing a photograph of the applicant
• Current, valid full UK photo-card driving licence with signature or old
style driving licence
• EEA photocard driving licence
• Photographic registration cards for self-employed individuals in the
construction industry - CIS4
• Current, valid UK photo-card provisional licence
• Northern Ireland Voter’s Card showing your current address
• Armed Forces ID Card
• Residence permit showing your full name and current address. This is
issued by the Home Office to non-EU Nationals on sight of your own
country’s passport.
• Firearms certificate or shotgun licence
• HM Revenue & Customs (Inland Revenue) tax document eg. tax assessment,
statement of account, notice of coding. It must contain your full name and
current address. P45s and P60s are not acceptable
• Original notification letter from the relevant benefits agency confirming

If you have changed your name, please provide the relevant documents evidencing the change.0 -
iirc all you need to provide them with is the information that they used to contact you in the first place...ie car reg, name, address....after all how can they verify any other information you might give them....total bell ends.0

The only proof of ID you need to give is a copy of the V5, plus the keeper's name, address, VRN, and PCN number.
The ICO has stated that requesting photo ID is unreasonable as they have nothing to compare it with.
If they refuse your SAR then complain to the ICO. You should in any case complain that they are insisting on photo ID and refusing to allow a single document (in your case, the V5) for proof of both ID and proof of address.

That should be enough of a clue about what you should do.
By completed DQ, do you mean they have sent theirs to you, or are asking you to fill in one they have filled/partly filled out and send back to them?
