There are flats and then there are flats. There is a world of difference between a flat in a concrete block of 50 flats, where you may suddenly be hit with a huge bill for major works with no control over it, and a flat in a Victorian conversion where you are one of two or three flats, with no communal areas (or a very small hallway) and a possible share of freehold and therefore some control over any money and how it's used.
I'd always buy the best I can afford in the nicest area I can afford - but I would be exceptionally careful about maintenance and ground rent charges. They absolutely do NOT cover everything, and I would only buy where I am one of a very few flats, and pref with share of the freehold.' <-- See that? It's called an apostrophe.
