Energy bill after 15 months

We have moved into a new build 2018 April and it was not until October 2018 we got any sort of communication from EON. We were expecting a baby in June'18 and things got busy one after the other and we only called EON after we got the communication in October 2018.The letter was not addressed to us but some 'Phoenix Green' which I don't think is a real person.
Now despite asking them to change the name on the account and send us the bill, they never did till June 2019.
In one of such phone calls, EON even mentioned that the bill only be generated after 12 months! (which sounded very strange).
In April 2019,EON had to cancel previous account(associated with Pheonix Green) and open a new one in our name and finally managed to send us the bill in June 2019 for the period of a year. This was the 1st communication/bill where there was '£ xxxx' written on it. i.e after almost 1 year and 2 months after moving in.
A few of my neighbors were sent such back dated bills (because EON sent them bills only after a year), they got heavy discounts(About 70% and over). So I rang up EON yesterday to ask why such a late bill was sent?
why was the comms sent out in a wrong name?
why did we not receive the bill until June'19 even after we requested for it in October'18?
And what could they offer in compensation for their mistakes?
After arguing for over 2 hours, they gave me £30 discount for their mistakes. And blamed the wrong addressee on the 1st comms sent out on the builder and pointed out that they were technically in touch
with the occupant(based on info supplied by builder).
My builder is (so far) refusing to divulge the information on which date and what details were sent to EON about our occupancy!
I am not refusing the pay the full bill amount here, I have used up the energy and I should the pay for it.
But is there something I can get out of the suppliers as a discount? And how can I get the builder to send the information that they sent about us to EON.

You moved in April 2018 but did not set up an account ?
That would have meant you where on a standard high priced tariff . You never gave any meter readings either .
Are now looking for compensation .0 -

It's not up to the builder - it's up to you. On moving in you ring the supplier give them meter readings and you are in a "deemed contract" and are then free to switch. Your failure to do so has probably cost you more than £30.
What did you do when you moved out of your previous property ?Never pay on an estimated bill. Always read and understand your bill0 -

I'm sorry for the late reply here.
As Robin9 has said, we rely on customers letting us know that they have moved in and out of properties and to provide us with meter reads and all of the information that we need.
Although the builder may have sent us information, I would always suggest contacting us to ensure the account is set up accurately.
New builds will have accounts set up normally in the builders company name and there will be a lot of accounts under that name.
I can't comment on getting any information from the builder as this is what we would class as a third party dispute.
As you've spoken to us and we have offered to remove some charges, it sounds like you may have raised a complaint, if you're unhappy with the resolution we have offered, we can escalate this to the next level.
The best thing to do now, would be to set up an online account so you can fully manage your account and make sure you're now on the best deal for you.
