PCN Excel Parking

I received a PCN from Excel Parking while parked in a disabled bay in Asda's car park but forgot to display my disabled persons badge.

On the PCN it shows location and that it is private land.

Can I ignore this notice.

  • In a word NO.

Read the NEWBIES thread (one click back third thread down) to understand the game you are now playing.

Approach the store manager with your blue badge asking them to cancel.

If they are unhelpful send a polite complaint to the CEO stating how disappointed you are to find that your shopping has attracted a £100 surcharge.
Enclose a copy of the badge and any receipts/ card statements

If you read the Blue Badge handbook you will see that it has no legal validity on private land, it's display is just a courtesy to their parking management.
Confirming that the car had a disabled occupant on the day should be enough to get this cancelled though the PPC in their greed will quote T&C's which is just a greedy scam.
Asda should be informed of this as above and cancel though.

The law, (Equality Act 2010), requires service providers to make reasonable adjustments for those with protected characteristics under the Act.

One such adjustment would/should be cancellation of the charge. If they will not play ball get your MP on board as nine times out of ten these tickets are scams.

Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. .
