Is there a car Accident Database?

My car insurance is due for renewal and looking for cheaper quotes.

I had a bump a few years ago but dont have any details to include on my comparison quote application.

Is there anywhere online where these details are available?

If insurance was involved then try a SAR to CUE (at MIB) where for a small fee they will tell you what's recorded against you

How have you managed to answer the question when taking out previous cover since the claim,?

Shouldn't it be printed on your motor proposal from previous year?

All incidents reported to insurance companies, whether leading to a claim or not, are logged on to the Claims and Underwriting Exchange database. All companies check this as a matter of course to prevent fraudulent claims.

You can't access it directly as an individual, but you can put in a data request to see what information they hold about you.
