We're looking to install two PoE CCTV cameras that record to a HDD.

I've used the HikVision stuff. It works really well, is pretty much plug and play and the 4K cameras I got last time were not too expensive.0

I'd say so and the Police have never complained when they have come in to get footage of the numerous incidents that go on around our high street offices. In fact they normally say that our footage is the clearest of most of the stuff they get given. And that is on the 1080 footage, they haven't seen our 4k footage yet.

I would suggest you just look at cameras with the imx226 sensor, even of it is only on youtube. These cameras are 12mp, 4k video and excellent in low light with good colour rendition.
You can be cheap and buy a fish eye lens, which does cover a larger angle, but introduces distortion and dilutes the sharpness and pixels. A better way is image stitching https://www.pyimagesearch.com/2016/01/25/real-time-panorama-and-image-stitching-with-opencv/
